- Develop, prepare and present terms and conditions in proposals related to the award of contracts
- Responsible for all acquisition matters including formulation and implementation of contract policies and procedures
- Assist with negotiation and award functions, and other ancillary functions arising from the procurement process
- Administer the terms and conditions of contracts, including such aspects as preparing contract modifications, evaluation of performance under the contract, and contract termination
- Perform Cost Analysis. Analyze proposed prices or costs, including such aspects as evaluating technical and audit reports, forecasting price trends, evaluating economic factors, estimating production
- Review efficiencies and evaluating methods of allocating cost through various types of overhead and general and administrative expense
- Formulate policies and procedures for the acquisition of goods or services
- Participate in procurement management reviews and contract clearances, or developing positions on claims and protests related to contracts
Required Knowledge, Skills and Competencies:
- Must possess a current, active Secret security clearance
- Demonstrated experience within DoD acquisition policy and procedures relative to R&D contract support
- Experience utilizing the Procurement Desktop-Defense (PD2) system (desired)
- Experience negotiating and awarding contracts, contract modifications, and/or subcontracts
- Excellent oral and verbal communication skills required
- Knowledgeable with Microsoft Office tools (Outlook, Excel, Word, and PowerPoint) required
- Bachelor’s degree (preferred major in or 24 semester equivalent hours in either accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management)
- Must possess a minimum of 6 years of specialized experience within federal contracting
